Propuesta para un Sistema de Cuidados

Abstract

La organización social del cuidado recae principalmente en las mujeres, al interior de sus hogares, de forma no remunerada y sin acceso a seguridad social. El valor de este trabajo se estima en 24.3% del PIB. Las políticas y gasto de gobierno son insuficientes para remediar los costos sociales y económicos de esta organización social del cuidado, que reproduce la desigualdad de oportunidades, limita la movilidad social y crea circunstancias de origen desfavorables para las siguientes generaciones. Los Sistemas de Cuidados son una alternativa, pues permiten redistribuir las responsabilidades entre: Estado, mercado, comunidad y hogares. En este trabajo se proponen siete vertientes para un Sistema de Cuidados, con medidas de corto a largo plazo basadas en un enfoque de derechos.
