Caracterización de los gobiernos locales en contextos de descentralización fiscal. El caso de la creación de nuevos municipios

Abstract

El objetivo de este trabajo es identificar el comportamiento de las variables fiscales en el caso de la creación de nuevos municipios. En base a los hechos estilizados identificados para países de América Latina, se analiza el caso particular de los municipios de la provincia de Buenos Aires. La creación de nuevos municipios podría implicar gastos per cápita crecientes, y débil capacidad de recaudación, por lo que estos municipios serían transferencias dependientes, lo que implica un apartamiento de un funcionamiento eficiente.
