Propositions de réforme des retraites publiques en Belgique, Principes et instruments

Abstract

La Belgique dispose pour l’instant d’un régime de retraite de sécurité sociale en répartition et en prestations définies. Comme dans de nombreux autres pays, la soutenabilité financière de cette architecture est menacée et le système contient de nombreuses injustices et incohérences. Une commission de réforme a été mandatée en 2013 en vue de proposer une réforme structurelle. La pension à points, telle que développée dans le rapport de 2014, constitue un projet cohérent permettant d’améliorer la soutenabilité financière, l’équité, la flexibilité et la transparence des régimes belges de pension légale. Néanmoins, le concept de point n’a pas convaincu et a suscité de nombreuses craintes. L’objectif de cet article est de mettre en contexte et synthétiser le projet belge de pension à points. Face au rejet du concept même de point, nous proposerons également une alternative à la pension à points, le compte individuel pension, visant à rencontrer les grands objectifs de cette réforme mais tout en évitant le recours à la notion même de points. Une comparaison sera également faite avec le mécanisme des comptes notionnels.
