Using Nonresponse Propensity Scores to Set Data Collection Procedures for the Quarterly Agricultural Survey

Abstract

In order to target nonrespondents proactively, the National Agricultural Statistics Service (NASS) began using propensity nonresponse models for the Quarterly Agricultural Survey (QAS). Since 2009, NASS has used national models to identify likely nonrespondents for the QAS. For the September and December 2012 surveys, targeted data collection procedures were created, partly based on the nonresponse propensity scores, and evaluated. We compared response rates between treatment and comparison states to determine the scores’ efficacy. In addition, we examined the difference in actual and predicted response rates for the treatment and comparison states to determine whether the targeted data collection procedures increased response rates.
