The World Tobacco Market-Government Intervention and Multilateral Policy Reform

Abstract

Tobacco and tobacco products are produced and traded throughout the world. About 30 percent of the world's tobacco is traded and even more would move between countries but for restrictions on imports. Numerous tariff and nontariff trade barriers discourage trade in tobacco. If freer trade existed, the U.S. quality and cost advantages would likely lead to larger exports of leaf and products to a number of countries. [his report describes world tobacco production and trade, catalogs the trade policies of the major producing and consuming countries, and examines the potential effects of more liberalized trade on the world tobacco market.
