Abstract

Excerpts from the Foreword: The emphasis of this workshop was on the development of a more generalized core research program on a coordinated basis. The intent of such an effort is to develop tools (models) and build research capital (information) which can be utilized over time to provide guidance to policymakers on a timely basis. The Economic Research Service in cooperation with several land-grant universities has initiated such an effort. While several meetings at various locations on the same general topic had been held before, the Workshop on Systems Analysis in the Dairy Industry held at Herndon, Virginia, April 24-25, 1973 was the first meeting designed to give concrete shape to the effort. The intent of the Workshop was to (1) solidify an overall plan of work, (2) inform the various participants of the efforts that had already been initiated, (3) allow interaction between all participants, and (4) permit individual researchers not now involved directly to see how they might fit their research efforts into the systems work.
