Abstract

Excerpt from the report summary: One approach to the problems created by urban expansion is found in Texas. This State permits certain incorporated cities to annex the unincorporated areas beyond their boundaries without the consent of the inhabitants of the unincorporated areas. The city of Houston, located in one of the wealthiest agricultural counties in Texas, has made liberal use of this annexation provision. Houston expanded by annexation from 73 square miles in 1940 to 350 square miles in 1960. This report describes and analyzes the effects of Houston's annexations during this period.
