Abstract

Excerpt from the Foreword: The Economics, Statistics, and Cooperatives Service was created officially December 23, 1977. We have made significant progress in the development of a single, integrated agency. The three regional conferences held in the spring of 1979 were an important step in that direction. The conferences clarified the progress made toward unity and, more importantly, provided insight into our remaining tasks. This report records the essence of the presentations and discussions at the three conferences.
