Wheat: Background for 1985 Farm Legislation

Abstract

The U.S. wheat sector has faced excess supplies so far in the 1980's and faces slow growth in exports for the near future. Even so, wheat production has remained large. Yields are rising and wheat can be grown at low cost both in the Great Plains and Southeast, where it is double-cropped with soybeans. None of the many farm policies employed in past years have succeeded in preventing periodic wheat surpluses or in reducing them without great expense. Issues for 1985 farm legislation include the level and flexibility of income and price supports, ways of increasing exports, and purpose and size of wheat reserves.
