Abstract
Este trabalho analisa a relação entre a aplicação do programa Orçamento Participativo (OP) e a formação de Capital Social no meio rural, a partir da mudança de comportamento cívico de seus delegados eleitos. O estudo ocorreu em 8 comunidades rurais de Jacareí – SP e as conclusões permitem afirmar que o OP não foi capaz de alterar o comportamento cívico dos delegados rurais, visto pela óptica dos indicadores Participação Cívica; Igualdade Política; Sentimento de solidariedade, confiança e tolerância. O OP também não envolveu as organizações rurais em nenhuma etapa de seu processo, mostrando uma desarticulação entre a Prefeitura e essas, segmento tão imprescindível no programa, pois atuariam como mediadoras entre o Poder Público e a Sociedade Civil. ---------------------------------------------------------- This survey analyzes the relation between Participatory Budget (PB) and Social Capital, based on participation of the organizations on the changing process of civic behavior of their delegates. The conclusions was made by this Case Study at 8 rural communities of Jacarei city allows us to affirm that PB was not able to produce changing at civic comportment of delegates and interviewed participants, viewed by civic participation, political equality, solidarity, confidence and tolerance indicators. This make us conclude that PB does not involve rural organizations at any process step, presenting a real disarticulation between the Public Administration and the rural organizations, although these organizations would be very important in this process as intermediary between government and civic society.
