Abstract
Nas últimas décadas, o crescimento populacional e a necessidade crescente de terras agrícolas e produtos florestais, levaram a redução de florestas e da biodiversidade, á insegurança alimentar e pobreza em muitos países. As plantações e gestão florestais podem contribuir para o atendimento das crescentes necessidades das sociedades contemporâneas por produtos florestais e para a preservação ambiental, para redução da pobreza e para a segurança alimentar, se promoverem o aumento da produção no setor com geração de emprego e renda para trabalhadores e comunidades rurais e produtos essenciais (madeireiros e não madeireiros), seguindo tecnologias e normas ambientais adequadas. Programas de fomento florestal têm sido implementados com o fim de fornecer madeira para empresas do setor e como alternativas de renda para pequenos e médios produtores rurais em alguns países em desenvolvimento. Este artigo examina, baseando-se em pesquisa sobre programas de fomento florestal no Brasil realizada junto á FAO, as opiniões dos funcionários das empresas envolvidos com aqueles programas e também dos seus setores ambientais, produtores rurais participantes do fomento florestal e de membros de agências do estado e da sociedade civil, sobre a promoção de programas de fomento florestal integrados com Sistemas agro-florestais.--------------------------------------------In recent decades, population growth and the increased need for agricultural land and forest products, led to the reduction of forests and biodiversity, contributing to the food insecurity and poverty in some countries. Tree planting and forest management can contribute to the growing needs of contemporary societies for forest products and environmental preservation, to poverty reduction and food security if they promote the increased production in the forest sector, generating jobs and income for workers and rural communities, and other essential products (timber and non-timber), following appropriate technologies and environmental standards. Programs to promote the planting of trees have been implemented in order to provide wood for companies in the industry sector and as alternatives of income for small and medium farmers in some developing countries. This article examines, based on research done on programs that promote out-growers schemes (fomento florestal) in Brazil, commissioned by the FAO, the views of employees of the companies involved with the implementation of those programs and from their environmental sectors, farmers participating in the programs of out-grower schemes and members of Agencies of the state and civil society about the promotion of out-grower schemes integrated with agro-forestry systems.
