Abstract
A mensuração da qualidade da saúde de uma sociedade deve refletir ao máximo as reais condições desta, para que políticas de ordem pública e privada venham a ser formuladas de forma coerente. Diante disso, um índice que represente as condições de saúde de uma sociedade deve ser o mais aderente possível a realidade. Assim, a proposta geral dessa pesquisa consiste em elaborar um índice que capte o nível da qualidade da saúde de determinada sociedade, utilizando uma maior quantidade de variáveis, tentando diminuir o viés entre a realidade e a mensuração desta qualidade. De forma geral, esta pesquisa busca elaborar o Índice Relativo de Qualidade da Saúde (IRQS) para os estados brasileiros, complementar ao Índice de Desenvolvimento Humano, bloco saúde (IDH-S). Especificamente pretende-se: a) determinar o IRQS para os estados brasileiros e b) para as regiões brasileiras. Os resultados apontaram que o Brasil possui uma heterogeneidade em relação a qualidade da saúde em seus estados. Claramente observou-se uma supremacia dos estados das regiões Sul e Sudeste, o que representa que essas regiões são as que possuem melhores condições e indicadores de saúde nesse modelo. Também verificou que as regiões Norte e Nordeste apresentam-se defasadas em relação a outras regiões do país, e que se apresentam como as duas piores regiões em relação a qualidade da saúde sob a perspectiva da presente análise. --------------------------------------------The mensuration of the quality of the health of a society must reflect to the maximum the real conditions of this, so that politics of public and private order come to be formulated of coherent form. Ahead of this, an index that represents the conditions of health of a society must be the most adherent possible reality. Thus, the proposal general of this research consists of elaborating an index that catches the level of the quality of the health of determined society, using a bigger amount of variable, trying to diminish the bias between the reality and the mensuration of this quality. Of general form, this research searchs to elaborate the Relative Index of Quality of Health (RIQH) for the Brazilian states, to complement to the Index of Human Development, block health (IHD-S). Specifically it is intended: a) to determine the IRQS for Brazilian states and b) for the Brazilian regions. The results had pointed that Brazil possess a heterogeneity in relation the quality of the health in its states. A supremacy of the states of the regions was observed clearly South and Southeastern, what it represents that these regions are the ones that possess better conditions and pointers of health in this model. Also it verified that the regions North and Northeast are presented unbalanced in relation to other regions of the country, and that they are presented as the two worse regions in relation the quality of the health under the perspective of the present analysis.
