Abstract
É perceptível a grande preocupação em avaliar a eficiência das organizações cooperativas de modo a estabelecer indicadores e padrões de análise, porém ainda não é possível encontrar na literatura quais são as práticas de referência para cooperativas agroindustriais capazes de possibilitar maior eficiência considerando a dimensão econômica e social destas instituições. Notou-se, diante da realização deste estudo, que alguns indicadores utilizados para mensurar eficiência social são influenciados diretamente por indicadores estritamente econômicos. A partir daí buscou-se alçar novas variáveis capazes de gerar indicadores de eficiência social sem que estas sofressem influência direta de variáveis econômicas. O objetivo inicial deste trabalho foi dissertar sobre uma melhor forma de avaliar a eficiência de organizações cooperativas agropecuárias paranaenses partindo de um estudo realizado anteriormente por Oliveira Jr. (1996) em conjunto com a OCEPAR. A partir deste estudo, propôs-se avaliar a eficiência das cooperativas agroindustriais paranaenses através da técnica DEA- Data Envelopment Analysis, com a finalidade de se encontrar as melhores práticas organizacionais. A proposta de utilização da técnica DEA deu-se pelo fato dela estender o conceito tradicional da eficiência técnica à filosofia do benchmarking.---------------------------------------------It is perceivable the great concern in evaluating the efficiency of the cooperative organizations in order to establish pointers and standards of analysis, however is not possible to find in literature which is the reference practices for agro-industrial cooperatives capable to make possible greater efficiency considering economic and social dimension of these institutions. It was noticed, ahead of the accomplishment of this study, that some pointers used to measure social efficiency are influenced directly by strict economic pointers. This fact stimulates the search of new variable, which are capable to generate social efficiency pointers without that these suffer direct influence from economic variable. The initial objective of this work was to research one better form to evaluate the efficiency of agro-industrial cooperative organizations leaving of a study carried through for Oliveira Jr. (1996) together with the OCEPAR. With the purpose of finding the best management practices it was considered to evaluate the efficiency of the agro-industrial cooperatives of state Paraná in Brazil using DEA- Date Envelopment Analysis. DEA was opted because it extends the traditional concept of the efficiency technique to the philosophy of benchmarking.
