Abstract
O presente trabalho teve como tema central detectar alternativas de desenvolvimento para o agronegócio da região Corede Noroeste Colonial, região esta que compreende 32 municípios, e foi desenvolvido no âmbito do edital Procoredes II com apoio financeiro da FAPERGS. A execução do mesmo se deu sobre a base de uma linha teórica, agregando-se pesquisas bibliográficas e de campo entre os agentes econômicos do agronegócio regional. A partir disso, o trabalho conta com cinco etapas. A primeira trata da trajetória e perspectivas de desenvolvimento da Região Noroeste Colonial do Rio Grande do Sul, destacando o processo de povoamento, os impactos de sua modernização agropecuária e a dinâmica populacional que ali se cristalizou. A segunda recupera os estudos realizados pelo próprio Corede Noroeste Colonial e outros trabalhos afins, visando identificar os planos e programas construídos na Região Sul do país e as estratégias de ação apontadas para o setor primário e o agronegócio da região estudada. A terceira parte demonstra o modelo teórico utilizado, o qual se origina da teoria da base de exportação do economista estadunidense Douglass North. A quarta parte a partir do modelo teórico recupera as atividades agropecuárias regionais e suas viabilidades. Através do mesmo dá-se ênfase às atividades que o agronegócio do Noroeste Colonial deve concentrar esforços visando gerar um processo de desenvolvimento de longo prazo. Neste sentido, foram identificadas as bases exportadoras primárias e secundárias, as atividades subsidiárias, alternativas e por fim as complementares. Por fim, a título de considerações finais e recomendações, este trabalho indica caminhos para o desenvolvimento do agronegócio do Noroeste Colonial, apontando também novos elementos de estudo que precisariam ainda ser pesquisados a título de complementação das propostas aqui expostas.---------------------------------------------This work was to focus detect alternatives for the development of agribusiness in the region Corede Colonial Northwest, a region which comprises 32 municipalities, and has been developed under the edict Procoredes II with financial support of FAPERGS. The implementation of the same happened on the basis of a theoretical line, adding up bibliographic searches and field among economic actors of regional agribusiness. From there, the work has five steps. The first deals with the trajectory and prospects of development of Colonial Northwest Region of Rio Grande do Sul, highlighting the process of settlement, the impacts of its modernising agriculture and population dynamics that there is crystallized. The second retrieves the studies by itself Corede Northwest Colonial and other related work, to identify the plans and programmes built in the Southern Region of the country and the strategies of action given to the primary sector and agribusiness in the region studied. The third part shows the theoretical model used, which was originated the theory of the export base of estadunidense economist Douglass North. The fourth part from the theoretical model, retrieves the regional agricultural activities and their viabilidades. By the same there is an emphasis on activity that the agribusiness Northwest Colonial should concentrate efforts to generate a process of developing long term. In this sense, the bases were identified exporting primary and secondary, activities subsidiaries, alternatives and finally as complementary. Finally, as a final consideration and recommendations, this work suggests ways for the development of agribusiness Northwest Colonial, pointing also new elements of study that still need to be searched for complementation of the proposals here.
