Abstract
O Principal objetivo desse trabalho é analisar a capacidade produtiva brasileira de biodiesel das empresas existentes, em construção e em planejamento, bem como, o nível de concorrência das mesmas através do índice de concentração CR(k), do índice de dispersão e de variação de Hirschman-Herfindahl (HH), com dados coletados junto à Agência Nacional do Petróleo, Gás Natural e Biocombustíveis e ao SEBRAE. Os cálculos foram efetuados para o Brasil como um todo e, posteriormente, para as regiões Sul, Sudeste, Centro-Oeste, Nordeste e Norte. Os resultados mostraram que a capacidade de produção existente é suficiente para atender a mistura de 2,0% de biodiesel ao diesel mineral prevista para 2008 e insuficiente para atender a mistura de 5,0% prevista para o ano de 2013. Porém, a soma da capacidade produtiva atual com a capacidade produtiva em construção e planejada, atenderá a demanda projetada para o ano de 2013. Verificou-se que com a entrada das empresas em construção e em planejamento, a capacidade produtiva ficará melhor distribuída entre o total de empresas, tanto nacionalmente quanto regionalmente. Contudo, em termos regionais observou-se um aumento da concorrência nas regiões Centro-Oeste, Nordeste e Sul e uma redução da concorrência nas regiões Norte e Sudeste após o término da construção das empresas em planejamento.--------------------------------------------The main objective of this paper is to analyze the Brazilian productive capacity of biodiesel to the existing companies, in construction and planning, as well as, the level of competition of the same ones through the Concentration Index CR(k) and Dispersion and Variation Index of Hirschman-Herfindahl (HH), with data collected together to the National Agency of the Oil, Natural Gas and Biofuels and SEBRAE. The calculations had been effected for Brazil as a whole and then to the South, Southeast, Central West, North and Northeast regions. The results had shown that the existing production capacity is enough to meet the mixture of 2,0% of biodiesel to diesel mineral scheduled for 2008 and insufficient to meet the mixture of 5,0% expected for the year of 2013. However, the addition of the current productive capacity with the productive in construction and planned capacity will be able to meet the demand projected demand for the year of 2013. It was verified in such a way that with the entrance of the companies in construction and planning, the productive capacity will be better distributed among the total of companies, both nationally as regionally. However, in regional terms was observed an increase of the competition in the Center-West, Northeast and South regions and a reduction of the competition in the North and Southeast regions after the ending of the construction of the companies in planning.
