Abstract
Este trabalho realiza uma análise dos principais entraves à expansão das exportações na fruticultura irrigada do Pólo Petrolina-Juazeiro e propor políticas microeconômicas que viabilizem o desenvolvimento da atividade. A região apresenta excelentes condições de clima e solo para produção de frutas. Entretanto, dificuldade de obtenção de crédito, falta de acesso a tecnologias avançadas, baixo investimento em pesquisa, assistência técnica e capacitação gestora dos produtores, além de insuficiente conhecimento acerca do mercado, são barreiras à expansão das exportações. Ainda, uma série de restrições fitossanitárias e barreiras comerciais são praticadas. O impacto dessas variáveis sobre a oferta de frutas exportadas foi analisado através do modelo Logit. Como variável dependente, foi utilizada a posse de certificação internacional pelo produtor, o que determina a possibilidade de exportar. Como resultado, foi verificado que quanto maior o porte dos produtores e se os mesmos estão situados em perímetro públicos irrigados, maiores as chances de obter certificação. Também aumentam a probabilidade de receber certificação os cuidados com o solo, melhorias nos processos pós-colheitas, um bom abastecimento de insumos e o emprego de tecnologias avançadas no processo produtivo. Estas variáveis devem nortear os investimentos públicos e privados objetivando aumentar a competitividade da fruta da região no mercado externo.--------------------------------------This work is an analysis of the main obstacles to the expansion of exports in the fruit farming irrigated Pole Petrolina-Juazeiro and propose microeconomics policies that enable the development of the activity. The region presents excellent conditions of climate and soil for production of fruit. However, difficulty in obtaining credit, lack of access to advanced technologies, low investment in research, technical assistance and training manager of the producers, and insufficient knowledge about the market, they are barriers to the expansion of exports. Still, a series of restrictions and phytosanitary trade barriers are practiced. The impact of these variables on the supply of fruit exported was analyzed by the Logit model. How dependent variable, was used to hold international certification by the producer, which provides the possibility to export. As a result, it was found that the larger the size of producers and if they are located in public irrigated perimeter, the greater the chances of obtaining certification. It also increases the likelihood of receiving certification care with the ground, improvements in post-harvesting processes, a good supply of inputs and the use of advanced technologies inthe production process. These variables must guide public and private investment aimed to increase the competitiveness of the region's fruit in foreign markets.
