Abstract
A grande concentração de pobreza nas principais metrópoles brasileiras originou aquilo que ficou conhecido como espaço dual: de um lado, a cidade formal, que concentra os investimentos públicos e, de outro, a cidade informal excluída dos benefícios equivalentes. Em razão das desigualdades sociais geradas por esse modelo de cidade, o conceito de gestão partilhada dos espaços públicos ganhou evidência, o qual tem como objetivo promover o desenvolvimento local sustentável. Neste sentido, este artigo apresenta os resultados do diagnóstico participativo do bairro do Benfica, em Fortaleza-CE, que se constitui na primeira etapa para a construção de uma Agenda 21 Local.-------------------------------The great concentration of poverty in the main Brazilian metropolis has given origin to that known as dual space: on one hand, the formal city which concentrates the public investments, and on the other hand, the informal city excluded from the equivalent benefits. Due to the social differences caused by this city model, the concept of participative management of public spaces has gained evidence, which has as objective to promote the sustainable local development. In this sense, this paper presents the results of the participative assessment of the Benfica neighborhood, in Fortaleza-CE, that constitutes itself as the first phase for building a Local Agenda 21.
