Performance de la chaine portuaire et fluxcommerciaux: Cas du Port de Douala

Abstract

L’objectif de cet article consiste à évaluer l’impact du délai de dédouanement à l’importation sur les importations portuaires via le port de Douala. Il s’appuie sur l’estimation du modèle de gravité généralement utilisé dans l’analyse du commerce international. De l’estimation du modèle, il ressort que le temps de dédouanement n’influence pas tous les articles du système harmonisé des douanes. Exception faite des articles de mode (vêtements) ou d’investissement (fonte et fer, ouvrage en fonte, fer ou acier, aluminium et ouvrage en aluminium) qui sont sensibles au temps. Une augmentation de 1% du délai de dédouanement des articles de modes, conduit à une diminution de 1,55% des importations portuaires. En ce qui concerne les articles d’investissement, une augmentation de 1% du délai de dédouanement réduit les importations portuaires de ce type de 1,46%. La raison la plus probable pouvant justifier cette observation, n’est rien d’autre que le niveau élevé des contrôles physiques des articles relevant de ces types. En effet, les articles de l’industrie de l’habillement par exemple, sont très fortement contrôlés car ils sont sujets le plus souvent au phénomène de fraude.
