La governance come fattore di sviluppo

Abstract

Il volume presenta i risultati della ricerca INEA su “La governance delle politiche in aree rurali”, un progetto pluriannuale e multidisciplinare che ha lo scopo di indagare le ragioni di fondo che stanno alla base dei successi e dei fallimenti delle politiche di sviluppo in aree rurali. Il progetto ha preso in esame tutti i livelli coinvolti (europeo, nazionale, regionale e locale), con l’obiettivo di individuare i nodi critici e le soluzioni innovative assunte a ciascun livello. Al centro dell’analisi ci sono fondamentalmente gli attori operanti ai vari livelli e i processi di attuazione delle politiche nei due periodi 2000-2006 e 2007-2013. La ricerca ha approfondito l’analisi in quattro regioni italiane − Puglia, Sardegna, Liguria e Toscana − e in cinque aree con forti connotazioni di ruralità e di qualità delle produzioni agro-industriali − le Langhe (Piemonte), il Chianti e la Garfagnana (Toscana), i colli orientali del Friuli e le colline del medio Friuli. La ricerca è riuscita a focalizzare le principali variabili che condizionano il “come” le politiche vengono programmate e gestite. L’analisi e la riforma della governance delle politiche sarà sempre di più al centro dell’attenzione dei parlamenti e dei governi nazionali e regionali. Non è affatto un caso, infatti, che nell’elenco dei temi di ricerca di Horizon 2020 questo appaia come una delle priorità future per la ricerca europea.
