Managerial Reforms for a Russian Dairy Farm

Abstract

Russia is attempting to move from collectivized command based agriculture to an industry based on private ownership and market forces. The transformation of command economies has, however, proved extremely complex. This paper outlines the difficulties associated with reforming management in the Russian dairy industry. The current state of dairy technology is discussed and the former managerial system outlined. The managerial difficulties faced by both small scale private dairy farmers and the former collective/state farms are discussed. It appears that past investments in large scale facilities and the legacy of a management structure which failed to treat dairying as an interactive, interdependent system will constrain the modernization of the Russian dairy industry, at least over the intermediate term.
