Sustainable Resource Management for the Millenium - The New Zealand Approach

Abstract

In 1991 New Zealand enacted a Resource Management Act (RMA) which radically altered the nation's approach to natural resource management and superseded fifty existing acts. The RMA defines sustainable management and requires that national, regional and local resource management fit that definition. Traditional planning criteria were replaced by an overarching criterion of impact on the environment; planning permission was replaced by resource consents; and the rural community has had to face significant changes in the legal requirements relating to land use. This paper reviews the process of implementation of the RMA in one of the most rural districts in New Zealand; analyses the impact on rural land use and comments on its potential to achieve ongoing resource sustainability.
