Testing and Evaluation of Conditions that Promote Rural Development

Abstract

Strong focus on development of rural areas in Norway, political guidelines and resource priorities signal greater effort on the development of rural communities. The purpose of the project described in this paper is to initiate, stimulate and follow up the development of five selected rural communities, to enhance our understanding of and knowledge about conditions which promote rural development, and test these conditions. The project has an action/advisory part and a research part. It is organized with local and central project workers, local boards and a central board. Project objectives include innovation/development, evaluation of the organization process, and research on the conditions for development. On basis of the results from the project, the following main themes are discussed: the effect of initiatives and incentives for rural development, connections between agriculture and other industries, typical income combining strategies/activities on farms, and how to stimulate innovation and the climate for entrepreneurial activity.
