Agricultural Policies and Their Impacts

Abstract

Africa's food and agricultural problems have remained largely because of lack of adequate attention to the real policy and management issues, and ephemeral and inconsistent policies. Africa must borrow a leaf from the North in the background, commitment and tenure of the Ministers of Agriculture. Also, favourable policies directed only at the farmers were inadequate to cope with Africa's food and agricultural problems. The other players in the agricultural industry, agro-processors, banks, marketers of farm inputs, etc, require similar attention. Programmes geared at specific groups must recognise that the targeted groups do not live in isolation. Africa heeds support to develop strong agricultural voice. The NCOS in the farm sector should be supported to achieve this. There are examples of successes, particularly in areas of export and mobilization of small- scale farmers.
