The Economic and Policy Frameworks for Agriculture in the USSR and People's Republic of China

Abstract

Both the USSR and China have considered policy reforms that would affect farm management decisions and the performance of agriculture. Reforms in the USSR have had little effect upon the agricultural system and bureaucratic interventions with farm management may have increased. The Chinese reforms have been radical ones. The commune system - the basic structure of the socialized agriculture - has been abolished. Land has been assigned to individual households for 15 years. For most products compulsory deliveries of farm products have been abolished. Between 1978 and 1984 agricultural production in the USSR increased by just 6 percent; in China the increase was 50 percent. At least half of the increase in farm production in China can be attributed to the reforms.
