Politika modernizacii sel’skogo chozjajstva RF v ramkach objazatel’stv VTO: K voprosu o necelesoobraznosti kopirovanija Edinoj sel’skochozjajstvennoj politiki ES

Abstract

Segodnja odna iz važnejšich programmnych zadač rossijskogo pravitel’stva zaključaetsja v tom, čtoby pridat‘ svežij impul’s razvitiju agropromyšlennogo kompleksa, ne narušaja objazatel’stv, svjazannych s členstvom vo Vsemirnoj torgovoj organizacii (VTO). Soglasno Gosudarstvennoj programme razvitija sel’skogo chozjajstva, odnim iz glavnych sredstv podderžki agropromyšlennogo kompleksa javljaetsja l’gotnoe kreditovanie životnovodstva, kotoromu v 2013-2020 gg. otvedena rol‘ osnovnogo polučatelja subsidij na kompensaciju stavok po investicionnym kreditam. Ėti vyplaty sčitajut nesovmestimymi s objazatel’stvami zelenoj korziny VTO, v to vremja kak analogičnye mechanizmy dejstvujut v ramkach Edinoj sel’skochozjajstvennoj politiki ES (ESCHP). Rossijskomu pravitel’stvu, vozmožno, ne sostavit truda dokazat‘ sovmestimost‘ subsidij s trebovanijami zelenoj korziny, no rukovodstvovat’sja ESCHP v voprosach programmnych reform, na naš vzgljad, necelesoobrazno. Strukturno-programmnye komponenty ESCHP, sudja po imejuščimsja dannym, ne opravdali nadežd, ne obespečiv ėffektivnogo rešenija ni odnoj iz celogo rjada postavlennych zadač. Opirajas‘ na dannye po Vostočnoj Germanii, v dannom analitičeskom materiale utverždaetsja, čto reforma institucional’noj sredy sel’skogo chozjajstva javljaetsja po men’šej mere takim že važnym usloviem ego uspešnoj modernizacii, kak i ščedroe finansirovanie.
