Milchproduktion und -verarbeitung in Weissrussland: Eine Analyse der Wettbewerbsfahigkeit

Abstract

Seit dem Beginn des Transformationsprozesses ist in Weissrussland eine stetige Reduktion der Milcherzeugung und Herstellung von Milchprodukten zu beobachten. Der Transformations-prozess fuhrte zu verschiedenen Friktionen in der gesamten weissrussischen Agrar- und Ernahrungswirtschaft. Aufgrund der Bedeutung des Milchsektors stellt die Erhohung seiner Wettbewerbfahigkeit ein ubergeordnetes Ziel der weissrussischen Agrarpolitik dar. Dies soll insbesondere durch eine Verbesserung der Anpassungsfahigkeit der Unternehmen an das sich andernde okonomische und institutionelle Umfeld erreicht werden, damit Effizienzsteige-rungen mittel- und langfristig zu einem wettbewerbsfahigen Molkereisektor fuhren. Im Rahmen dieses Discussion Papers wird eine Analyse der Wettbewerbsfahigkeit der weissrussischen Milchwirtschaft vorgenommen. Die Analyse wurde mit dem Ziel durch-gefuhrt, die Merkmale der Wettbewerbsvorteile und -nachteile zu identifizieren und mogliche Empfehlungen fur eine Verbesserung der Wettbewerbsfahigkeit zu erarbeiten. Es wurden folgende Wettbewerbsvorteile Weissrusslands in der Milchwirtschaft definiert: grosser Anteil an landwirtschaftlichen Betrieben, hohe Pro-Kopf-Milcherzeugung, grosser Anlieferungsanteil. Als Nachteile werden staatliche Regulierung, Unrentabilitat der Milch-erzeugung und niedriges Modernisierungs- und Investitionsniveau genannt.
