Eine Untersuchung zu Wechselwirkungen zwischen Investitionsförderung und Agrarumweltmaßnahmen in Österreich

Abstract

In Folge bestehender Produktionsrichtlinien und -auflagen kommt es im Zuge der Umstellung auf biologische Wirtschaftsweise häufig zu einem erhöhten Investitionsbedarf in den landwirtschaftlichen Betrieben. Diese werden meist mit Unterstützung der Investitionsförderung (M121) durchgeführt. Darüber hinaus wird der biologische Landbau im Rahmen des Österreichischen Agrarumweltprogramms ÖPUL unterstützt. Ziel dieser Arbeit ist es, mit Hilfe des Difference-in-Difference Schätzers, Wechselwirkungen auf den Standarddeckungsbeitrag zwischen der Fördermaßnahmen „Investitionsförderung“ und der Umstellung auf die biologische Wirtschaftsweise zu quantifizieren. Die Ergebnisse zeigen, dass Futterbaubetriebe insbesondere von der Umstellung auf biologische Landwirtschaft profitieren, während Dauerkultur- und Veredelungsbetriebe, unabhängig der Bioumstellung, vorwiegend positive Effekte durch die Investitionsförderung verzeichnen.
