Lineamientos Estrategicos Para La Tranferencia De Tecnologia

Abstract

In order to establish a given strategy within a methodology for technology transfer, it is necessary to consider several aspects which will favorably affect an overall adoption and a change in the agrarian structure. The work methodology should take into consideration economic, social and cultural variables which affect the farmer within the research scope of farming systems. The demonstration plot is the link between the researcher, extensionist and farmer, which constitutes the mechanism of interaction between generation, diffusion and adoption. There should exist a coordinating mechanism between the institutions that intervene in the process of generation and transfer of technology, with previous knowledge of the existence of an articulate program of agricultural development coherent and multidisciplinary in its policies, and one in which the participation of the researcher, extensionist and farmer could be effective in all stages of the process. The existence of farmer organizations which can develop, progressively and continously appropriate technologies and through firm decision making may arrive at the adoption of technological changes which respond to their interests, is recommended. The methods and means of agricultural extension which mostly comply with the characteristics of the farmers and their locality should be selected. Finally, the existance of an evaluation system that would establish points of reference and criteria for success in order to analyze systematically the process of generation and transfer of technology, is necessary. ----- Para establecer una estrategia de metodolog1a de transferencia se deben considerar una serie de aspectos que incidan favorablem1mte hacia una masificación de la adopción y al mejoramiento de la estructura agraria. Esta metodolog1a de trabajo debe tomar en consideración variables económicas, sociales y culturales, que afectan al productor dentro del enfoque de investigación en sistemas. Debe definirse un mecanismo de interacción entre generación, difusión y adopción en la que la parcela de validación constituya el espacio de enlace entre investigador, extensionista y productor. Deberá existir un mecanismo de coordinación entre las instituciones que intervienen en el proceso de generación y transferencia de tecnolog1a, sobre la base de que exista un plan de desarrollo agrícola articulado con políticas coherentes y multisectoriales, y en la que la participación del investigador, extensionista y productor sea efectiva en todas las etapas del proceso. Es recomendable la existencia de organizaciones de productores que logren desarrollar en forma continua y progresiva las tecnolog1as apropiadas y que mediante una participación activa se de la toma de decisiones hacia la adopción de cambios tecnológicos que respondan a sus intereses. Deben seleccionar aquellos métodos y medios de extensión más acorde a las condiciones de los productores y del lugar. Finalmente. es necesario la existencia de un sistema de evaluación que establezca puntos de referencia y criterios de éxito para que analice en forma integral y sistemática el proceso de generación y transferencia.
