La transmission des effets de la crise alimentaire sur les dépenses de compensation : Cas de la Tunisie

Abstract

En 2006-2008, le monde à connu une véritable crise alimentaire, due à la hausse sans précédent des cours mondiaux des produits alimentaires En Tunisie, la flambée des cours internationaux des produits alimentaires de base n’a pas tardé à gonfler la facture des importations alimentaires. Celle-ci étant absorbée en partie par l’augmentation des prix à la consommation et en partie à travers l’accroissement des dépenses de la Caisse Générale de Compensation. Toutefois, l’escalade des dépenses de la caisse ne peut être attribuée à la seule hausse des cours mondiaux. Une tentative de décomposition du coût de compensation consenti par l’Etat fait apparaître l’effet de la situation prévalant dans le marché mondial (prix à l’importation), celui de la politique monétaire (via le taux de change), de l’insuffisance de la production locale et son complément en termes d’importation et enfin des prix locaux à la production et de cession.
