Habitudes, Regles Empiriques de Consommation et Consommation Publique Utile en Afrique Subsaharienne : Theorie et Nouvelles Donnees

Abstract

Je developpe et estime un modele structurel de consommation pour un panel de 34 pays d'Afrique subsaharienne de 1960 a 2018 afin de mettre en evidence trois comportements importants en matiere de consommation agregee : la mise en place d'habitudes, la regle empirique de la consommation et la complementarite de la consommation publique dans l'utilite privee. Les conclusions suivantes se degagent : (1) Il existe des preuves de la mise en place d'habitudes en matiere de consommation. (2) Environ 38 % des consommateurs suivent la regle empirique qui consiste a consommer leur revenu actuel. Ce comportement de consommation empirique dans les donnees est du a la periode precedant l'ere de l'argent mobile qui a emerge apres les annees 2000. (3) La consommation publique complete la consommation privee au sens d'Edgeworth-Pareto. Cela suggere que les augmentations de la consommation publique peuvent stimuler la demande globale grace a un canal d'utilite marginale positive.
