Abstract

Pour creer un marche dynamique pour l'utilisation des donnees, tout en protegeant les droits individuels des habitants du continent, l'Afrique doit montrer la voie en developpant sa strategie et son cadre de gouvernance des donnees. Ce cadre de gouvernance des donnees doit tenir compte des caracteristiques uniques du continent tout en comblant les lacunes en matia¨re de numerisation, d'identite et d'acca¨s aux donnees dans les differents pays. Ce document de reference examine les principales caracteristiques d'un cadre efficace de gouvernance des donnees dans un contexte africain ; il identifie les dimensions cles qui meritent d'aªtre prises en consideration a cet egard et decrit les principes qui devraient animer un tel systa¨me pour regir la mania¨re dont les donnees sont deployees sur le continent.
