evaluation de la Capacite et de l'Effort Fiscal du Ghana

Abstract

L'objectif principal de cette etude est d'estimer et d'analyser le potentiel fiscal et l'effort fiscal du Ghana, ainsi que de determiner combien d'impots supplementaires le pays pourrait generer en fonction de ses besoins croissants en matiere de depenses. Pour atteindre cet objectif, un modele stochastique de frontiere fiscale a ete utilise, base sur des donnees secondaires annuelles couvrant la periode de 1985 a 2014. Les resultats indiquent qu'une augmentation de la base fiscale et des ameliorations institutionnelles contribuent a accroitre le potentiel fiscal optimal du Ghana. L'etude revele egalement que le renforcement des institutions politiques reduit l'inefficacite du systeme fiscal ghaneen. En outre, elle constate que le Ghana dispose d'un ecart fiscal exploitable qui pourrait permettre de mieux repondre a ses besoins budgetaires.
