Document De Politique Generale Sur le Reexamen Du Lien Entre La Croissance, la Pauvrete Et Linegalite Dans Une Economie Instable a Faible Revenu : Le Cas du Malawi

Abstract

Le Malawi souffre dune forte incidence de la pauvrete qui na pas diminue de maniere significative au cours des deux dernieres decennies. Lorsque la premiere enquete integree sur les menages a ete menee en 1997/98, on a constate que 54,1 % de la population vivait en dessous du seuil de pauvrete national. Six ans plus tard, la proportion de personnes vivant sous le seuil de pauvrete national etait tombee a 52,4 %, avant de continuer a baisser jusqua 50,7 % en 2010. Par la suite, elle est remontee a 51,5 % en 2016, avant de redescendre a 2 GPIR-PBf-CC005 50,7 % en 2019. Ainsi, hormis la breve periode ou les taux de pauvrete ont diminue, le taux de pauvrete a stagne, fluctuant de maniere marginale. Environ la moitie de la population du Malawi vit avec des revenus tres faibles. Ces personnes appauvries souffrent dinsecurite alimentaire, de denutrition et de mauvaise sante, ont peu deducation, vivent dans des zones a lenvironnement degrade et tentent de gagner difficilement leur vie dans de petites exploitations agricoles marginales ou dans des bidonvilles urbains en ruine. Dans cette note politique, nous posons les jalons dun reexamen du probleme de la pauvrete au Malawi et des moyens de la reduire.
