Abstract

Il est confirme que la frequentation scolaire est importante pour le developpement du capital humain, mais la presence de chocs tels que la pandemie de Covid-19 a perturbe la frequentation scolaire normale au Kenya. Les strategies de reponse telles que les fermetures decoles, larret des mouvements et le confinement ont exacerbe le probleme de la frequentation scolaire. La disparite dacces aux technologies dapprentissage entre les ecoles privees et publiques au Kenya et entre les pauvres et les riches a aggrave linegalite dacces a leducation de base. En stimulant les activites dapprentissage et la frequentation scolaire, les politiques publiques mises en uvre a lechelle nationale pendant la pandemie ont involontairement favorise les ecoles privees, qui ont beneficie comparativement de lacces a linternet et des mesures de politique fiscale. Le gouvernement devrait fournir des incitations fiscales plus efficaces et mieux ciblees pour attenuer les chocs, en particulier pour les groupes vulnerables.
