El impacto de la expansión de las transferencias monetarias: el caso de la Tarjeta Alimentar en Argentina

Abstract

La Asignación Universal por Hijo constituye, desde el año 2009, el principal pilar de la política social en Argentina. Este programa ha sido difícil de evaluar, entre otras razones debido a que el monto de la transferencia es idéntico para todos los beneficiarios. A fines del año 2019 el gobierno introdujo una modificación importante: otorgó un suplemento - la Tarjeta Alimentar - que en promedio duplicó el valor de la transferencia, y lo limitó al grupo de familias con hijos de 6 años o menos. Este trabajo evalúa el impacto de esa extensión sobre algunos indicadores laborales y distributivos, aplicando la metodología de diferencias en diferencias. Los resultados sugieren la existencia de un efecto positivo sobre los ingresos y negativo sobre la pobreza (en torno a 6 puntos porcentuales). No se encuentra evidencia de efectos negativos en la participación laboral, el empleo o las horas trabajadas, aunque existen algunos indicios de caída del empleo asalariado formal entre los beneficiarios.
