Abstract

Eine Verkehrswende ist viel mehr als nur ein neuer Antrieb. Sie greift etablierte Siedlungsmodelle und auf der Trennung von Funktionen beruhende Distributions- und Konsumstrukturen an. Gleichzeitig irritiert sie individuelle Handlungsroutinen und erschüttert lange unhinterfragte Gewissheiten. Denn jahrzehntelang war das Auto der Kernbestandteil gesellschaftlicher Fortschritts- und individueller Aufstiegsvorstellungen. Daher ist die Verkehrswende notwendigerweise mit Konflikten verbunden. Ein zentraler Problembereich beim Umbau der Autogesellschaft in der Stadt dreht sich um die Verteilung von vom privaten Auto dominierten öffentlichen Flächen. Mit der Neuverteilung dieser Flächen wird auch die Frage nach der Zukunft der Stadt aufgeworfen. Es geht also nicht mehr nur um Verkehrspolitik. Sie tritt sogar oft in den Hintergrund, wenn es um die Grundsatzfragen der Urbanität geht. Zugleich zeigt sich ein paradoxes Phänomen: Im Nachhinein verflüchtigen sich nicht selten Skepsis und Vorbehalte gegenüber der neuen Raumordnung und es wird ungläubig gerätselt, warum es nicht schon früher dazu gekommen ist.
