Abstract

Während im Vorjahr „Modellwahlen“ in Ghana und Benin als Zeichen signifikanter Fortschritte bei der Konsolidierung pluralistischer demokratischer Systeme in Westafrika gewertet werden konnten, stagnierte der Demokratisierungsprozeß 1997, und es traten wieder Konflikte sowie internationale Versuche der Konfliktschlichtung in den Vordergrund politischer Aktivitäten. Bei den Präsidentschaftswahlen in Mali (Juli) und Mauretanien (Dezember) führten Amtsbonus und eine zerstrittene Opposition zur Wiederwahl der alten Amtsinhaber; auch die Parlamentswahlen in Burkina Faso (Mai) ergaben einen überwältigenden Sieg der Regierungspartei; die niedrige Walbeteiligung (44%) zeigte, daß die Opposition in den Augen der Bevölkerung keine überzeugenden Alternativen anzubieten hatte. In Gambia besiegelten Parlamentswahlen zu Beginn des Jahres (3.1.) die Rückkehr zu einem Zivilregime, das westlichen Vorstellungen von Demokratie kaum entsprach, da es von einem durch einen Militärputsch an die Macht gelangten Präsidenten angeführt wurde, der drei der wichtigsten früheren Parteien von der Wahl ausgeschlossen hatte.
