Abstract

Gravierende Unregelmäßigkeiten bei den Präsidentschaftswahlen gefährdeten den Ruf Benins als Modell der Demokratisierung Afrikas. Nach anfänglichem Zögern setzten die Geber ihre Entwicklungszusammenarbeit auf anhaltend hohem Niveau fort. Die jahrelange Verzögerung der Dezentralisierung politischer Macht, die einherging mit dem tenden-ziellen Rückzug des Staates auf lokaler Ebene, führte zur Gefährdung des staatlichen Gewaltmonopols durch zunehmende Selbstjustiz der Bevölkerung.
