Abstract

Eine Reihe kontrovers diskutierter Gesetzesinitiativen zur Dezentralisierung, Amnestie politischer Delikte, Reform des Öffentlichen Dienstes, etc. bestimmten neben dem Rücktritt des Ministerprä¬sidenten und drei seiner Minister im Mai die innenpolitische Diskussion. Durch immer größere Zersplitterung der Parteienlandschaft erlangte die Regierung ab Jahresmitte eine Parlamentsmehrheit, die sie zur Umsetzung einer lange aufgeschobenen Reform des Öffentlichen Dienstes nutzte. Die Energiekrise im Frühjahr beeinträchtigte nicht nur die allgemeinen Lebensbedingungen und das Wirtschaftswachstum, sondern beeinflußte auch die Innen- und Außenpolitik.
