Abstract

Unter dem Druck der internationalen Gebergemeinschaft sowie der Opposition inner- und außerhalb Togos schritt der formale Demokratisierungprozeß fort. Die Regierungspartei (RPT) nutzte ihre im vergangenen Jahr mit zweifelhaften Mitteln errungene absolute parlamentarische Mehrheit (44 von 81 Parlamentssitzen), um die jahrelang von ihr hinausgezögerte Einrichtung verschiedener von der Verfassung geforderter Institutionen eines Rechtsstaates in ihrem Sinne zu vollenden. Die Mehrheit der westlichen Geber zweifelten die Legitimität des Eyadéma-Regimes und dessen Willen zur demokratischen Erneuerung weiterhin an. Frankreich, die Weltbank und der IWF gaben sich betont optimistisch in ihrer Einschätzung der Überwindung der togoischen Wirtschaftskrise.
