Abstract

Die Entwicklung der Metropolregionen und Metropolen (métropoles) in beiden Ländern veranschaulicht die Theoriediskussionen über dieses besondere geographische Objekt. Politische Legitimität, eine weitreichende Autonomie und ein hinreichend "bedeutsames" Territorium sollten die Grundlage für diese Metropol(region)en bilden. Von diesem theoretischen Idealbild bis zur Praxis ist es jedoch noch ein weiter Weg. In Deutschland ist ein langsamer und anhaltender Bottom-up-Prozess zu beobachten, während in Frankreich, nach einer langen Geschichte der Interkommunalität, institutionelle Metropolen entstanden (MAPTAM-Gesetz von 2014). Die deutschen Metropolregionen und französischen métropoles unterscheiden sich also. Deutschland weist unvollständige und variable Formen der metropolitanen Organisation auf, während französische Metropolen sich mit einfachen Kriterien der Kompetenzen und Ressourcen begnügen. Allerdings lassen sich diese "interkommunalen" métropoles (eine Ausnahme: Lyon) auch mit den deutschen kreisfreien Städten vergleichen, die stark individualisierte politische Einheiten sind, wobei die Stadtstaaten (z.B. Hamburg) den extremsten Fall darstellen. Zwei Beispiele, Frankfurt/Rhein-Main und Lille, illustrieren den Vergleich.
