Abstract

Angesichts bestehender bzw. sich abzeichnender, zum Teil gravierender Regionalprobleme (insbesondere in strukturschwachen ländlichen Regionen), der Gefahr zunehmender räumlicher und damit auch sozialer Disparitäten und der grundgesetzlichen Verpflichtung zur Herstellung gleichwertiger Lebensverhältnisse sind Effektivität und Effizienz staatlichen Handelns im Bereich der regionalen Strukturpolitik deutlich zu erhöhen. Unter den gegenwärtigen Bedingungen der "Schuldenbremse" lässt sich dies nicht mehr wie in der Vergangenheit durch zusätzliche Finanzmittel für diesen Politikbereich erreichen. Verbesserungspotenzial gibt es im Wesentlichen nur noch durch eine effektivere Koordinierung der wichtigsten raumwirksamen Politiken, also vorrangig durch Vermeidung konterkarierender Raumwirkungen von Fachpolitiken.
