Abstract

Einst militärisch genutzte Flächen stellen die betroffenen Kommunen seit dem Abzug der Truppen und der Freiwerdung der Areale vor große Herausforderungen. Eine der Grundvoraussetzungen zur Bewältigung des Konversionsprozesses ist eine kooperative und zielgerichtete Zusammenarbeit der am Prozess beteiligten Akteure. Eine hohe Zahl von Beteiligten bedeutet gleichzeitig eine ebenso hohe Zahl von Erwartungen, Zielvorstellungen und zu berücksichtigenden Belangen. Vor diesem Hintergrund sind alle Akteurinteressen im Prozess zur Findung und Etablierung einer Nachnutzung zu erheben und zielführend zu lenken. Ein besonderer Fokus liegt dabei auf den wesentlichen Akteuren der Kommune, der Bundesanstalt für Immobilienaufgaben (BImA), der Öffentlichkeit und der Investoren. Um dem Vorhaben der Konsensfindung gerecht werden zu können, eignet sich die Kombination der Steuerungsansätze der analytischen Governance-Perspektive mit dem Konzept des akteurzentrierten Institutionalismus.
