Abgrenzung von Handlungsräumen für Raumordnung und Raumplanung

Abstract

Ausgehend von der Notwendigkeit, im Interesse einer wirkungsvollen Raumplanung möglichst aktuelle Abgrenzungen der Planungsräume zu gewährleisten, wird Kritik an der derzeitigen Abgrenzung dreier Raumkategorien der bayerischen Raumordnung, Landes- und Regionalplanung geäußert: Planungsregionen, Räume mit besonderem Handlungsbedarf (RmbH), ländliche Räume. Für diese drei Raumkategorien werden Vorschläge für ihre Neuabgrenzung bzw. Neudefinition gemacht. Bezüglich der Planungsregionen wird eine Zusammenlegung mit den teilweise neu abzugrenzenden (Regierungs-)Bezirken vorgeschlagen. Für die beiden Großstadtregionen München und Nürnberg werden individuelle Lösungen als Verwaltungs- und Planungsräume eigener Art gefordert. Auf die Abgrenzung von ländlichen Räumen und Räumen mit besonderem Handlungsbedarf als eigene Raumkategorien sollte in Zukunft wegen der Problematik ihrer Definition und der Vieldeutigkeit dieser Bezeichnungen verzichtet werden. Stattdessen wird die Einführung neuer problembezogener und an ihrer Fördernotwendigkeit orientierter Raumgliederungen vorgeschlagen.
