Abstract

Die Enquete-Kommission "Gleichwertige Lebensverhältnisse in ganz Bayern" schreibt der regionalen Planungsebene eine mögliche Schlüsselfunktion zur Verwirklichung des Staatsziels gleichwertiger Lebensverhältnisse zu. Als Voraussetzung sieht sie jedoch umfassenden Reformbedarf bei den Regionalen Planungsverbänden. Der vorliegende Beitrag stellt die heutigen Möglichkeiten und Grenzen der Regionalen Planungsverbände dar. Darauf aufbauend zeigt er, wie bereits mit kleineren Anpassungen eine Stärkung der regionalen Planungsebene möglich wäre. Darüberhinausgehend werden verschiedene Möglichkeiten einer grundlegenden Reform der regionalen Planungsund Verwaltungsebene vorgestellt und bewertet. Deutlich wird, dass insbesondere in ländlichen und städtischen Regionen unterschiedliche Ansätze verfolgt werden sollten.
