Leitbilder und Aufgaben der bayerischen Landesentwicklung im Wandel der Zeit

Abstract

Der vorliegende Beitrag richtet seinen Blick zum einen auf die Leitbilder und Leitziele der Landesentwicklung in Bayern seit Beginn der 1990er Jahre und zum anderen darauf, welche Auswirkungen die seit 1997 durchgeführten Verwaltungsreformen auf die Strukturen der Landes- und Regionalplanung in Bayern bis heute haben. Dabei wird die Entwicklung der Raumordnung in Bayern an mehreren zeitlich markanten Zeitabschnitten festgemacht: am politischen Umbruch in Deutschland und Europa nach 1990 und den daraus folgenden grenzöffnungsbezogenen Fortschreibungen der Raumordnungspläne (1994-2003), an der Einführung des Prinzips der Nachhaltigkeit (Agenda 21) sowie der Stärkung der regionalen Ebene (2003-2006), am Bedeutungsverlust der Landes- und Regionalplanung durch Deregulierung und Personalabbau im Zuge der Reform "Verwaltung 21" (2004-2007) und am Bedeutungszuwachs von Regionalinitiativen (z. B. Regionalmanagement), verbunden mit einer zunehmenden Fragmentierung der strategischen Regionalentwicklung (2013-2021). Ob die 2019 beschlossene Flächensparoffensive Bayern und die anstehende Fortschreibung des Landesentwicklungsprogramms Bayern (2021-2022) wieder zu einer Stärkung des klassischen Planungsinstrumentariums führen könnten und ob die bayerische Landesentwicklung derzeit den an sie herangetragenen Aufgaben und Ansprüchen noch gerecht werden kann, wird abschließend behandelt.
