Abstract

Seit 2007 ist es möglich, mit Unterstützung der europäischen Strukturfonds auch in der Stadtentwicklungspolitik revolvierende Finanzinstrumente einzusetzen. In Deutschland hat im europäischen Vergleich die Entwicklung und Umsetzung von Stadtentwicklungsfonds (SEF) allerdings keine große Dynamik entfaltet. Nur wenige Bundesländer und Kommunen haben den Versuch unternommen, einen Stadtentwicklungsfonds konzeptionell zu entwickeln und ihn auch umzusetzen. Insofern gibt es aktuell in Deutschland kaum vergleichbare und erfolgreiche Beispiele für einen SEF. Zudem ist es versäumt worden, die bisherigen Erfahrungen mit dem SEF in den Bundesländern und Kommunen vergleichend und übertragbar kritisch aufzubereiten und zu evaluieren. Der Artikel bereitet die wesentlichen Umsetzungsaktivitäten und Erfahrungen mit SEF in Deutschland auf. Die herausgefilterten Hemmnisse und Erfolgsfaktoren bieten eine Chance, den Diskurs über einen Neustart von Stadtentwicklungsfonds und über adäquate Rahmensetzungen für Finanzinstrumente in Deutschland zu eröffnen.
