Abstract

Die aktuelle Planungsdiskussion wird geprägt durch das Spannungsfeld zwischen politischen und gesamtgesellschaftlichen Zielen einerseits und Fragen der lokalen Umsetzung andererseits. Die Öffentlichkeit und einzelne Bürger sind Kernelement jedes Planungsprozesses. Dabei reicht die Bandbreite im Planungsalltag von Protest gegen die Planung über kooperative Zusammenarbeit bis zu Desinteresse. Lücken gibt es im Wissen darüber, welche Einflussfaktoren in Alltagssituationen der Praxis auf planerische Festsetzungen wirken. Auf Basis empirischer Grundlagenforschung in deutschen Kommunen aller Größenklassen entwickelt dieser Beitrag einen explorativen Vergleich zwischen der planerischen Herausforderung der Energiewende und der Integration des planerischen Störfallschutzes in die Bauleitplanung. Herausgearbeitet werden Unterschiede, die Bedeutung interner und externer Einflussfaktoren sowie Anknüpfungspunkte auf dem Weg zu mehr kooperativer Zusammenarbeit im täglichen Planungsalltag.
