Abstract

Die Institutionalisierung der Grenzregionen hat eine lange Geschichte. Meist aus konkretem Anlass heraus entstanden erste Formen der Zusammenarbeit. Sowohl in der Großregion als auch in der Oberrheinregion waren die 1970er Jahre entscheidend für die Gründung grenzüberschreitender Organisationen. Im Laufe der Jahrzehnte verfestigten sich die Strukturen, wobei regionsspezifische Anpassungen und Entwicklungen in deren konzeptioneller wie praktischer Ausgestaltung kontinuierlich stattfinden. Ein wichtiger Wegbegleiter war das europäische INTERREG A-Programm zur Verbesserung der grenzüberschreitenden Zusammenarbeit. Bis heute ist INTERREG eine wichtige Größe bei der Umsetzung grenzüberschreitender Projekte. Bemühungen um die Weiterentwicklung des institutionellen Gefüges und der Kooperationsstrukturen in den letzten Jahren zeigen, dass in der Großregion und der Oberrheinregion noch zahlreiche Herausforderungen, aber auch ungenutzte Potenziale bestehen.
