Abstract

Um den Klimawandel in der Raumordnung auf allen Ebenen des Planungssystems zu verankern, bedarf es einer Überprüfung der bestehenden Instrumente. Die potenziellen Folgen des Klimawandels stellen keine gänzlich neue Herausforderung an die Raumplanung dar. Sie hat für anfällige Räume bereits vorausschauend in der Vergangenheit planerische und ordnende Vorgaben geliefert. Überschwemmungen, Muren, Trockenperioden oder Waldbrände sind bekannte Phänomene, jedoch ändert sich deren Häufigkeit und Wirkpotenzial. Aufgrund der entstehenden Unsicherheiten ist eine konsequente dialogbasierte Berücksichtigung der potenziellen Folgen des Klimawandels bei der Weiterentwicklung der Programme und Planungen notwendig.
